2. In a medium bowl, whisk together the flour, cocoa powder, baking powder, baking soda, and salt.
3. In a separate large bowl, cream together the butter and sugar until light and fluffy. Add the egg and vanilla extract, mixing well.
4. Gradually add the dry ingredients to the wet ingredients, alternating with the buttermilk, until well combined.
5. Drop spoonfuls of the batter onto the prepared baking sheet, leaving space between each for spreading.
6. Bake for 10-12 minutes or until the cookies are set. Allow them to cool completely.
7. To make the marshmallow filling, beat together the marshmallow creme, powdered sugar, butter, and vanilla extract until smooth.
8. Spread a dollop of the marshmallow filling onto the flat side of one cookie and sandwich it with another cookie.
9. Repeat with the remaining cookies and filling to make the Choco Pies.
10. In a microwave-safe bowl, melt the chocolate chips with vegetable oil in 30-second intervals, stirring until smooth.
11. Dip each Choco Pie into the melted chocolate to coat completely, then place them on a wire rack to set.
12. Allow the chocolate coating to set before serving.
