Preheat oven to 350 degrees. Mix together flour, 1 cup of sugar, cocoa, salt, and baking soda. Add vanilla, oil, water and vinegar. Blend thoroughly. Fill 18 cupcake wells. Mix together cream cheese, 1/3 cup of sugar, egg, and chocolate chips. Drop by spoonful into wet chocolate batter. Bake for 30 minutes.
