In Paris, they are dusted with pearl sugar. You can also dust with powder sugar once they've cooled if no pearl sugar around.
Preheat oven to 425F.
In heavy-bottomed saucepan, over low heat, combine the milk, water, butter, sugar, salt. Bring just to a boil, turn off heat and add flour whole stirring continuously, until the flour is incorporated and the dough comes away from the sides of the pan. Should look like a lump of marzipan.
Quickly add 2 of the eggs, stir to incorporate.
Quickly incorporate the remaining 2 eggs and stir until smooth. The batter will be thick and sticky. It can be refrigerated for up to 24 hours.
Line 2 large baking sheets with parchment. Using 2 teaspoons dole out heaping dollops of batter, widely spaced. Should have about 24 (you can freeze these individual puffs at this point).
Bake 1 sheet at a time. Before you put in oven, sprinkle each puff with pearl or powdered sugar.
If baking immediately: Bake for 12 minutes at 425'F. Then turn down heat to 400F and bake for 10 to 12 minutes more with over door slightly ajar (wooden spoon can hold it open).
If baking straight from fridge: 15 minutes at 425, then 10 to 12 minutes at 400F with door ajar.
If baking from freezer: 17 minutes at 425F, 12 minutes at 400F with door ajar.
You will want to watch them, as every oven is different. Grab one out of the oven to taste if you'd like. It should be fully puffed and highly colored. No problem if sugar caramelizes.
Can further dust with sugar if desired.
