Suggest a better descriptionCombine sugar and water in heavy saucepan and stir over medium-low heat until sugar is completely dissolved. Increase heat and bring to a boil. Place cocoa in a bowl and gradually whisk in sugar syrup. Return mixture to saucepan and boil one minute, continuing to whisk. Whisk in vanilla, pour into bowl immediately and allow to cool completely. Chill, covered, at least one hour. For each milkshake, pour 3 tablespoons syrup and 1 tablespoon milk into a blender. Add 1-1/2 cups ice cream and blend until smooth. Pour into a tall glass and serve.
