Heat medium-sized Dutch oven on medium heat, sauté onions, peppers and garlic until soft. Remove from pot.
Brown ground beef, strain out fat.
Return all of these back to the pot and add the spices. Mix and allow to cook into the mix for 2-3 mins stirring frequently.
Add the rest of the ingredients, starting with the beer, ensuring you scrape the bottom of the pot.
Bring to a simmer, cover and place in oven. Let slow cook in oven for a couple of hours, stirring once every hour or so for a total of 2-3 hours.
