Mix flour, baking powder, baking soda and salt and set aside.
Cream butter till light and fluffy. Beat in the extracts. Add the brown sugar and beat mix in. Add the eggs and water. It will appear curdled, it's ok. On low speed, gradually add the dry ingredients. Scrape the sides of the bowl often but don't overbeat the dough. Stir in coconut.
These cookies get dropped onto tray with teaspoon, make them pretty big. Flatten and fork like peanut butter cookies but you may need to chil first.
If dough is thin enough, possible to pipe.
