Suggest a better description1) Preheat oven to 400 degrees. Set rack on foil lined baking sheet for 10 minutes.
2) Small bowl - combine dipping sauce ingredients, cover and refrigerate.
3) Place half of flour in a medium bowl. Place the other half of the flour in another bowl with salt and sugar. Stir in milk and let stand 5 minutes. In a third medium bowl, combine Panko and coconut.
4) Remove rack from oven and batter shrimp. Spray rack. Dip shrimp in flour, batter and Panko/coconut mixture. Spray shrimp with cooking spray.
5) Bake at 400 degrees for 9-12 minutes.
