Make this recipe the night before for an easy do-ahead side
COIN carrots and place in a small saucepan. Cover with water.
BOIL until carrots are tender about 8 to 10 minutes. Drain.
PLACE carrots into a serving boil and add onions and bell pepper. Toss gently.
WHISK together remaining ingredients and pour over carrots.
STIR to mix.
COVER and refrigerate overnight.
