Heat butter in pan. Dredge steak in flour and brown in pan for a few minutes. Put meat into crockpot. Add celery and onion on top of meat. In a bowl, mix together beef base, soup mix, and enough water to cover the meat (about 2 cups). Pour over meat and cook on low 8 hours.
