In a large saucepan over medium high heat - saute onions, then add yams, carrots, tuna, spices, not chikin broth, water chestnuts, bamboo shoots, celery, rice, then water.
Bring to a gentle boil then turn to LOW. Cover & cook for 30 minutes.
