generally season meat with kosher salt and pepper
heat about 2 tbsp of olive oil in dutch oven over stove on high, sear meat on all sides, remove from pot and set aside,
Reduce to medium add onions, and saute until they start to brown, scrap bottom and side to deglaze. stir minced garlic cook for another minute until fragrant
Add red wine and quickly deglaze the brown bits, then add 2 cups of beef broth, Worcestershire, tomatoes paste, thyme, rosemary, and bay leaves, stir until combined and bring to a low boil
Return seared meat back to the pot with juices, should be covered to about half of the meat, add more broth as needed
bake 1.5 hours at 300
remove from oven, add carrots and potatoes, cook for 2 more hours, until meat is fork tender, as well as veggies
