In a med saucepan place oil and heat it on med high until hot. Add flour and mix it in well.
Add chile powder, stir it in and cook for 2-3 min.
Add stock and stir it in.
Add rest of ingred and stir them in.
Simmer sauce for 15-20 min. Correct seasonings if necessary.
