Sprinkle walnuts on bottom of cookie sheet. Place sugar in a heavy pan. Warm sugar over low heat, stirring with hand. When sugar is warm, add butter and water. Cook on high heat, stirring constantly, until turns a darker brown color, about 5 minutes. Pour candy uver nuts,spreading out if needed. Sprinkle chocolate chips over hot candy. Let melt a couple minutes and then spread evenly over top.
