melt butter in saucepan, add sugar and water and bring to a boil. Boil stirring constanly for 25 mins (until mixture turns light brown and begins to smoke). Add vanilla and remove from heat
line 7X11 pan with foil and spray with Pam. coat bottom with toasted pecans (walnuts or almonds). pour mixture on top of nuts. Spread about 1/4 chocolate chips to barely cover the top of the toffee, smooth. Coat chocolate with remaining nuts and let cool.
This can be stored in the freezer.
