Melt 2 tablespoon butter in a nonstick skillet over medium heat. Add shallot, garlic, tomato paste, mushrooms; sauté 4 minutes.
Add 1 cup wine, and 1 1/2 cups reduced beef stock. Cook 5 minutes, stirring frequently.
Remove mushrooms, and place in a bowl.
Increase heat to high; cook wine mixture 5 minutes or until reduced to 1 cup. Add to mushrooms in bowl; set aside.
Wipe skillet with a paper towel.
Melt 2 teaspoon butter in the skillet, then add steaks. Sprinkle pepper over steaks.
Cook 3 minutes on each side or until browned. Reduce heat to medium-low; cook 1-1/2 minutes on each side or until done. Place on a platter; keep warm.
Add 1 cups wine and 3/4 cup reduced beef stock to skillet; scrape skillet with a wooden spoon to loosen browned bits. Bring to a boil; cook 1 minute.
Combine soy sauce and cornstarch; stir well. Add to skillet. Then add mushroom mixture and rosemary to skillet. Bring to a boil, and cook 1 minute, stirring constantly until thickened.
Place steaks on plates, with mushroom sauce poured over top. Put remaining sauce in a bowl in case anyone wants extra.
