Measure 2 cups flour. Cut butter into tablespoons. Freeze flour for 1 hour and butter for no longer the. 15 minutes.
Blend together 1/3 cup cold water, the vinegar, and the salt.
Cut the butter into the flour in food processor until it resembles coarse meal.
If not using food processor, toss the pieces of butter in flour to coat. Press and rub butter into long thin flakes between your fingers and thumb, or using a Rolling pin, keeping butter well coated in flour at all times. Rub the butter between your thumbs and fingertips to form long, thin flakes. Do not allow the butter to melt.
Gradually add the water mixture. If using food processor, stop as soon as the water is combined into the dough, or sooner if the mixture starts to come together; it should still look very crumbly.
If working by hand, sprinkle water on, 1 tablespoon at a time and toss gently after each addition until all the liquid is added.Gently press the dough together in the bowl; it should still look flakey.
Turn the dough out onto a lightly floured surface. With a lightly floured rolling pin, roll out the dough to about 1/4" thick (8 x 12 ") Fold the 2 ends to the center and roll out slightly to join the layers together. Roll and fold the dough once more. Wrap and rest in the refrigerator for at least 15 minutes before rolling out into a pie crust.
