Beat shortening and sugar at medium speed with an electric mixer until creamy; add eggs, beating until blended. Add zest and orange juice, beating until combined. Combine flour, baking powder, baking soda and salt. Stir together milk and lemon juice; add to shortening mixture alternately with flour mixture, beginning and ending with flour mixture. Drop by tablespoonfuls onto parchment paper-lined baking sheets; bake at 350 degrees for 9 to 10 minutes. Remove to wire racks. Spread with frosting while still warm.
Frosting
Beat sugar, one tablespoon orange zest and 4 tablespoons orange juice at medium speed with an electric mixer until creamy; add enough remaining orange juice to reach desired spreading consistency.
