Preheat oven to 350F.
Mix flour, baking powder, baking soda and salt in a bowl.
Stire in 1/2 cup juice and orange zest.
Cream butter and sugar in another bowl. Mix egg into mixture thoroughly. Slowing blend flour mixture into the sugar mixture.
Drop onto cookie sheets. Bake for 8-10 minutes.
To make icing:
Mix sugar and butter until smooth. Add orange juice and mix well. Spread icing onto cooled cookies and sprinkle with zest.
