Suggest a better descriptionPreheat oven 350 degrees. Combine first 9 ingredients (up to garlic) in a saucepan. Bring to a boil, stirring constantly then remove from heat. Spread 1 cup of the mixture in a 13 x 9 inch baking dish. Cover the mixture with corn tortillas and then cheese. Continue these layers until you run out of the mixture. Cover the top with cheese at bake for 30 minutes.
