For anyone that doesn't know, in the northern plains and western Great Lakes states, a hot dish is what the rest of the country calls casserole. A casserole is the dish you make hot dish in.
Preheat oven to 325 degrees. Bring rice to a boil in water and salt. Boil for 2 minutes; drain and blanch with cold water. Brown ground beef. Saute onions, celery, and green pepper in butter. Mix all ingredients together and pour in casserole dish. Bake for 2 1/2 hours. Serve. Soy sauce can be sprinkled for additional seasoning.
