In a large bowl combine flour, sugar and salt. Cut in the shortening until mixture resembles coarse crumbs. In a smaller bowl, combine the water, egg and vinegar. Add the wet ingredients to the dry ingredients 1 tablespoon at a time, tossing lightly with a fork until the mixture forms a ball. Cover and chill 30 mins.
Combine the filling ingredients.
Heat oven to 375°
grease baking sheet
Once pastry has chilled, section into 15 equal portions. Roll out one portion into a 6-1/2 inch circle. Mound a heaping 1/3 cup of the filling onto one half of the cirlce. Moisten edges if the circle with water, fold dough over and press edges with a fork to seal. Place onto greased baking sheet. Repeat.
Cut 3 skits into the top of each turnover. Brush with milk.
Bake for 35-40 minutes or until vegetables are tender and crust is golden brown.
