Sear halibut in a skillet on medium-high heat, then roast to 135°F internal, about 45 minutes.
Meanwhile, blanch beans in boiling water, then shock in ice water. Blot dry and set aside.
Combine tomatoes, oil, vinegar and about half of the herbs. Toss to combine and season to taste. Set aside.
Combine remaining herbs with enough evoo to make a sauce, season to taste.
Just before fish is done, rewarm beans in a skillet with butter over medium-low heat and season to taste.
Plate a bundle of beans off-centre and dress with almonds. Place fish on beans and dress with herb sauce, then season with Maldon salt. Spoon tomato relish into the open angle, then drizzle with evoo to finish.
