Preheat oven 350F.
In a microwave, melt the chopped chocolate and butter on high for 2-3 minutes.
Mix thoroughly and set aside to cool.
In a separate bowl, mix all dry ingredients together except chocolate chips.
Add egg and vanilla to chocolate/butter mixture and blend evenly then add flour mixture.
Mix until blended, then add chocolate chips and pour into a greased 8" baking pan, dusted with cocoa instead of flour for extra chocolate flavor.
Bake in 350F oven for 18-23 minutes then cool and cut into squares.
