Heat oil in a medium skillet over medium high heat. Season both sides of the chuck roast with salt & pepper. Brown the roast on all sides. Place the roast on top of the vegetables. Place the bay leaf on top of the roast.
In a small bowl combine tomatoes, tomato paste and basil. pour over the roast.
Cover and Cook on LOW 8-10 hours or on HIGH 5-7 hours.
