This is a great alternative to traditional potato salad.
Boil potatoes. When done (peel, optional) and cut into 1" chunks. Sprinkle parsley and green onions over potatoes. Make sauce from rest of ingredients. Pour over potatoes. Stir well. Let stand all day. Do not refridgerate. Stir every hour.
