Boil remaining ingredients to dissolve sugar, stirring constantly.
Layer chicken in jelly roll pan. Pour liquid over chicken. Turn chicken over to coat.
Bake for 1.5-2 hours, turning over 1/2 way through.
Best if cooked long enough that liquid "carmelizes" on bottom of pan.
