1. In a bowl, mix Carbquik and add the cold butter and a touch of parsley. Cut in the pieces of butter until the mixture has little balls of butter and flour (Carbquik) about the size of peas.
2. Add the cheese, garlic powder and salt. Combine together.
3. Add the heavy whipping cream and water. Mix until dough forms.
4. Separate them into 6 pieces and place on a greased sheet. Bake at 450*F for about 8-10 minutes.
