Preheat oven to 375F.
In a small bowl cream the butter, egg, and sugars. Add vanilla.
In a large bowl, combine all of the dry ingredients and mix well. Add wet ingredients to the dry, including the 2 tbsp of milk.
Fold in oats and chocolate chips. Drop onto cookie sheets by the spoonful. Bake for 12 minutes until bottoms are lightly browned. Cool on wire racks.
