Put lamb chops in small baking dish rub with 2 tbls oil and season w/ salt and pepper. Let rest for 30 minutes.
At same time, make salsa verde:
Mix mint, parsley, tarragon, capers, chili flakes, anchovies and garlic in a bowl. Slowly add EVOO while stirring with fork and set aside.
Heat grill pan over medium high. Add lamb and cook turning once until well browned and crusty about 6 minutes for med. rare. Drizzle sauce over lamb chops and serve on a platter.
