Combine 1 tablespoon oil with garlic cloves.
Cook over low heat for ten minutes.
Add cream,1/3 cup water salt and pepper. Simmer 20 minutes. Strain. Bring to boil and simmer to thicken.
Season lamb and fry 2 to 3 minutes per side.
Serve with chops on top of cream.
