Preheat oven to 325.
In a large skillet, melt butter. Add onion, green pepper, and ground beef. Brown until onion and pepper are tender and ground beef is no longer pink. Add salt, pepper, and tomato sauce. Simmer for 10 minutes or until thoroughly heated.
In a medium bowl, mix cream cheese, cottage cheese, and sour cream. Add cooked pasta and blend well.
Spoon into a 10x10x2 inch baking dish. Spread the beef mixture over the pasta mixture. Top with corn, parmesan cheese, and mozzarella cheese.
Bake at 325 for 35 minutes, or until heated all the way through.
