Melt butter in sauce pot, add flour & mix till incorporated and cook till lightly nutty in aroma. Add remaining ingredients & whisk into the roux, except cheese and bring to a simmer, don't not scorch, cook for 30 minutes till flour blooms and finish with parmesan cheese .
