In a saucepan, melt butter and remove from heat. stir in flour, salt and pepper. It will be very thick. SLOWLY slowly slowly add and stir milk so the sauce isn’t lumpy. once all the milk is added, cook and stir constantly until the sauce is thicker.
Remove from heat and add cheese. Drain macaroni and return to saucepan. Pour cheese sauce over macaroni and serve. Or, you can pour the macaroni in a 9x13 pan and top with crushed potato chips or breadcrumbs with butter and bake at 350 for 30 min.
