Pressure cook on high for 3 minutes. Vent to do a quick release.
Set Instant Pot on sauté. Add evaporated milk, butter and cream cheese. Mix until all is melted.
Turn off Instant Pot. Add shredded cheese and Parmesan cheese. Mix until cheese is melted.
Try reducing the amount of cheese so it is not so thick. Also try different cheeses such as pepper jack.
