Suggest a better descriptionPlace the bulgur wheat in a large heat-proof bowl. Add the boiling water, stir, and set aside for 30 minutes. Combine the beans, celery, onion, and parsley in a large bowl, and stir to mix. Combine the dressing ingredients in a jar with a tight-fitting lid, and shake to mix well. pour the dressing over the bean mixture, and toss to mix. Drain the bulgur of any excess water, and add the bulgur to the bean mixture. Toss well. Cover the salad and chill for at least 2 hours before serving.
