Suggest a better descriptionIn large skillet, cook beef until browned. Drain.
In large bowl, combine cooked beef, refried beans, oregano, cumin and garlic powder.
Place four of uncooked lasagna noodles in bottom of greased 9x13 baking pan. Spread half of beef mixture over noodles. Top with four more uncooked noodles and remaining half of beef mixture. Cover with remaining noodles. Combine water and salsa in medium bowl and pour over all.
Cover tightly with foil. Bake at 350 for 1-1/2 hours or until noodles are tender.
In medium bowl, combine sour cream, green onions and olives. Spoon over casserole and top with cheddar cheese. Return to oven, and bake for an additional 5 to ten minutes, or until cheese is melted.
