Place the chiles in a microwave-safe bowl, cover with water and microwave on high for 5 minutes.
Remove from the microwave, cover and set aside to steep for 5 minutes.
Drain the chiles and place them in a slow cooker.
Add remaining ingredients.
Cover and cook on low for 6 hours.
Carefully blend with an immersion blender in batches using a blender until smooth.
Add additional salt and black pepper to taste.
