1. Remove 8 large outer leaves from the cabbage and set aside. From the remaining cabbage, chop 4 cups.
2. Bring a large pot of water to a boil over high heat. Add the large outer cabbage leaves and cook until soft and pliable, about 3 minutes. Drain the cabbage leaves in a colander and rinse under cold running water until cool. Dry the cabbage leaves with paper towels.
3. Heat a large nonstick skillet over medium-high heat. Add 2 teaspoons of the oil and the onion, mushrooms, and chopped cabbage and cook, stirring often, until most of the liquid has evaporated, 8 minutes. Add the garlic and cinnamon and cook, stirring constantly, 30 seconds. Stir in the stock, bulger, raisins, salt, and pepper and bring to a boil. Cover, reduce the heat, and simmer until the bulger is tender, 15 minutes. Stir in the pine nuts and lemon juice.
4. Preheat oven to 350. Brush a large casserole dish with the remaining 2 teaspoons of oil.
5. Place 1/2 cup of the bulger mixture in the center of each cabbage leaf. Fold in the sides of the leaf and roll up. Place the rolls, seam side down, in the prepared dish.
6. Stir together to the tomatoes, vinegar, paprika, and honey in a bowl. Pour the tomato mixture over the cabbage rolls. Cover and bake 45 minutes.
