In large bowl combine oil, butter, sugars and zest, beat until combined
Add egg, vanilla and spices, beating until smooth
Add baking soda, baking powder, salt and flour, mix until smooth
Cover bowl and refrigerate at least 2 hours, overnight fine also
Preheat oven to 350
lightly grease two baking sheets or cover with parchment paper
Put sugar and spices for coating in bowl, rub zest into mixture
Scoop balls of dough by tablespoon (can use level scoop) and roll in sugar mixture to coat
Place on baking sheets leaving 1.5" between them
Bake 12-15 minutes, until edges begin to brown, let cool on pan 10 minutes before transferring to rack to cool completely
Store at room temp up to 2 weeks, freeze for longer storage
