1. Add the broth, milk, garlic, oil, salt, pepper, and nutmeg to a 10 - 12 inch wide high-sided skillet or pot. Place over medium-high heat just until the liquid begins to simmer.
2. Break the pasta in half. Add the pasta to the skillet and stir well. Return the liquid to a simmer. Reduce the heat to medium-low.
3. Cook 9 - 13 minutes, stirring often to prevent sticking. Cook until pasta is tender.
4. Remove the pot from heat. Stir in parmesan cheese and serve immediately.
Watch the pot carefully during the beginning of the cooking process, as milk tends to boil over easily. If too much liquid was absorbed during cooking, add an extra splash of milk to the skillet to loosen up the sauce.
