Mix flour, salt and pepper then cover veal with mixture
Heat a large pan, add half the oil and cook the Osso buco until browned
Transfer Osso buco to baking dish
reduce heat to medium and add remiaing oil
Add garlic, onion, celery and cook until soft
Transfer onion mixture to the baking dish
Add bay leaves and thyme
Place wine, stock, tompato paste and sugar in a bowl and mix
Pour mixture over osso buco and cover with aluminium
Cook for 2 hours
GREMOLATA:
Place parsley, lemon zest, garlic, oil, salt and pepper in a bowl and mix
Place over meat for 5 mins in the oven serve with green vegetables
