1. Peel the papaya. Cut it in half and scoop out and discard the seeds. Using a papaya shredder or a mandoline with a julienne blade attachment, shred the papaya flesh into thin strips and put the strips in a large bowl.
2. In a separate bowl (ideally metal or wood, not glass), mix the garlic, chiles, tomatoes, fish sauce, sugar, lime juice, and dried shrimp. Using a wooden muddler, lightly pound the ingredients, causing them to bruise and release their flavors. Add 3 cups of the shredded papaya and continue mixing until well combined (reserve the remaining papaya for another use). Cover and refrigerate until ready to serve; top with the peanuts just before serving.
