1. Steam or boil potatoes 25-30 minutes until tender. Drain;
2. Steam peas 8-10 minutes until tender. Drain and add to potatoes.
3. Make a roux by melting margarine, add flour and salt. Cook until smooth about 5 minutes. Add Milk while stirring with a wire whip. Cook until smooth and thickened. about 15 minutes.
4. Pour sauce over peas and potatoes.
