Heat oven to 325F.
Brown beef, onion, and bell pepper over medium heat. Drain. Add manwich, brown sugar, and corn, mix well.
Simmer for 5 min.
In medium saucepan, boil water and garlic salt. Remove from heat, and add potato flakes. Stir until well mixed. Add sour cream and egg, mix well.
Spoon beef mixture into ungreased 2 qt. casserole pan. Spoon potato mixture on top. Sprinkle w/cheese. Bake for 25-30 minutes or until potatoes are set.
