Suggest a better descriptionIn large bowl, whisk together flour, sugar, baking powder, baking soda, salt, and nutmeg. Stir in chocolate chips and toffee bits. In a separate bow. whisk together the vanilla, melted butter, eggs, pumpkin and water. Make a well in the dry ingredients, fill it with the liquid ingredients, and mix vigorously until everything is well blended. Spoon the batter into lightly greased or paper lined cups of a 12 cup muffin pan. Bake at 350 for 25 to 30 minutes or until a cake tester inserted into the center comes out clean. Remove from oven and let cool for 5 minutes. Remove from pan and cool completely. When cool stir together glaze ingredients and dip each muffin top into the glaze. Store in air tight container.
