Soak sun-dried tomatoes in 1/2 cup hot water.
Saute onions in oil over medium heat until browned; add garlic and saute until soft.
Add tomatoes, sun-dried tomatoes and water, herbs, capers, green beans, salt and pepper. Simmer until beans are tender. Stir in pasta.
Serve with cheese.
