Cook the potatoes in a large saucepan of salted, boiling water until tender to the tip of a knife, about 15-20 min.
Drain and set aside.
Heat the olive oil in a large saute pan set over a medium heat.
Add the chorizo and pinch of salt, suateing until colored an crisp, about 6-8 min
Stir in garlic and chilis, and cook for 2 minutes.
Add the potatoes to the pan with the rosemary and red wine.
Bring to a boil and then reduce to a simmer for 10 minutes, stirring from time to time.
Season to taste with salt and pepper.
Ladle into bowls before serving.
