Pour 4 cups boiling water over uncooked riced in large bowl, Add salt and let cool
Cook Onion and celery chopped fine until onion is translucent in large pot
Add pepper to Onion and Celery
Add rice and all the rest of the ingredients to the large pot.
Bake in 350 degree oven for 1 hour covered
Then 15-30 minutes uncovered
