Trim beef and cut into tennis ball sizes.
Brown in oil, salt and peppering.
Add liquids and whole garlic cloves.
Heat to just bubbling.
Bake covered at 350 degrees approximately 2 1/2 hours.
Remove cover and continue to cook in oven until liquid is reduced to half.
Let rest 30 minutes.
Remove garlic cloves.
Shred.
