Add olive oil to a Dutch oven over medium high heat.
Add the roast and brown on both sides.
Remove to a plate.
Add some more oil as needed then onions, peppers and salt and cook till the begin to sweat.
Add the garlic and cook a few more minutes.
Add wine and cook until almost evaporated.
Stir in paprika, oregano, cumin, black pepper and cayenne. Mix well and cook a few minutes.
Add the tomatoes and break up with a spoon.
Simmer and reduce liquid until half.
Nestle roast in pot and add bay leaves on each side.
Cover and cook in oven 2-1/2 to 3 hours, until tender.
Remove from pot and let cool.
Shred with 2 forks.
Add back to pot and mix well
Add olives and vinegar, mix to combine.
Serve with rice and black beans
